Red Velvet Cookies

2 1/2 cups all purpose flour
2 tbsp cocoa powder
1/2 tsp baking powder
1 cup (minus 2 tbsp) butter, at room temperature
1 1/2 cups granulated sugar (plus more for rolling)
2 eggs
2 tsp vanilla extract
1 tsp white vinegar
1 tbsp red gel food colouring
Frosting:
8 oz cream cheese, at room temperature
4 tbsp butter, at room temperature
1 1/2 tsp vanilla extract
2 cups powdered sugar
Coloured sugar or sprinkles (optional)

Preheat oven to 350F. In a bowl, mix together flour, cocoa powder and baking powder. In a larger bowl, cream together butter and sugar until light and fluffy. Add eggs, one at a time, followed by vanilla extract, vinegar and food colouring. Add the flour mixture in thirds, blending after each addition until fully combined. Form dough into 1" balls. Sprinkle a handful of granulated sugar on a plate and roll each ball in sugar to coat. Place on a parchment-lined cookie sheet and, using the back of a wooden spoon, flatten just slightly.
Bake for 7-10 minutes, or until the edges of the cookies being to crisp. Remove from oven and let sit on baking sheet for two minutes before transferring to racks to cool completely.
Frosting: Beat together butter and cream cheese. Add vanilla extract. Slowly mix in the powdered sugar until fully combined. Spread over the cooled cookies. Sprinkle on some coloured sugar or sprinkles, if desired.
