Moose Cabbage Rolls

8 lg cabbage leaves
1 lb moose meat
1 onion, chopped
salt and pepper to taste
1 onion, grated
1/2 cup rice, cooked
2 tbsp vinegar
1/4 tsp chili powder
2 cups canned tomatoes
2 tbsp sugar

Soften cabbage leaves in boiling water. Brown meat and chopped onion in pan. Season meat with salt and pepper. Add grated onion and cooked rice, mixing well. Place a large tablespoon of mixture on a cabbage leaf, roll, and place in baking dish with rolled edge down or fasten with toothpicks. Add remaining ingredients and a little water. Simmer or bake at 325°F 1 1/2 - 2 hours.
